Moody\u2019s analysts stated, \u201cThe Aaa issuer rating reflects the district’s favorable location within the Dallas metropolitan area exhibiting average resident income levels and a long history of solid financial reserves despite recent imbalance in operations. The district is experiencing rising fiscal pressure driven by sustained enrollment declines related to demographic trends and lower birth rates, alongside growing expenditures.\u201d<\/p>\n\n\n\n
Standard & Poor\u2019s analysts stated, \u201cThe underlying rating reflects our view of the district’s favorable reserve position, which will provide temporary relief as it right-sizes its budget to support declining enrollment. The rating is also supported by a large, stable economy, which supports a moderately high debt burden.\u201d<\/p>\n\n\n\n
Both rating agencies assigned a negative outlook.\u00a0 Moody\u2019s stated, \u201cThe negative outlook on the issuer and underlying ratings reflects the likelihood for sharply rising leverage driven by substantial debt issuance under the district’s $1.4 billion bond program, resulting in metrics that are no longer consistent with Aaa-rated peers. In addition, the outlook incorporates persistent structural imbalance that will remain through fiscal 2027, which will weaken previously strong financial flexibility.\u201d Standard & Poor\u2019s stated, \u201cThe negative outlook on the underlying rating reflects a one-in-three chance we could lower the rating during the two-year outlook period due to projected deficits that require gap-closing measures that have not yet been fully identified.\u201d<\/p>\n\n\n\n
Richardson ISD is one of a handful of Texas school districts that maintain the highest available bond ratings.
