{"id":37541,"date":"2025-08-08T10:32:43","date_gmt":"2025-08-08T15:32:43","guid":{"rendered":"https:\/\/web.risd.org\/home\/?p=37541"},"modified":"2025-08-15T11:16:36","modified_gmt":"2025-08-15T16:16:36","slug":"risd-legislative-corner-august-8","status":"publish","type":"post","link":"https:\/\/web.risd.org\/home\/risd-legislative-corner-august-8\/","title":{"rendered":"RISD Legislative Corner \u2013 August 8","gt_translate_keys":[{"key":"rendered","format":"text"}]},"content":{"rendered":"\n<h2 class=\"wp-block-heading\"><strong>Special Session<\/strong><\/h2>\n\n\n\n<p>Although the Senate continued to meet, no actual progress to finally pass legislation was made because a quorum (quorum = two-thirds of House membership or 100 representatives) could not be established in the House.<\/p>\n\n\n\n<p>On Monday, <strong>House Bill 8<\/strong> and <strong>Senate Bill 8 <\/strong>\u2014 identical bills aimed at eliminating the STAAR exam \u2014 were filed. The Senate\u2019s Education K\u201316 Committee held a hearing and then voted unanimously (8\u20130) to advance SB 8 to the full Senate.<\/p>\n\n\n\n<p>The 61-page bill proposes significant changes to the state\u2019s assessment and accountability system, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Replacing STAAR with three shorter assessments \u2014 beginning-of-year (BOY), middle-of-year (MOY), and end-of-year (EOY) \u2014 starting in the 2027\u20132028 school year.<\/li>\n\n\n\n<li>Shortening the length of each test compared to the current STAAR format.<\/li>\n\n\n\n<li>Requiring rapid reporting of results, with scores available within days.<\/li>\n<\/ul>\n\n\n\n<p>If a second special session is called and eliminating STAAR is included as an item on the call, we expect the Senate and House to file identical bills again that will mirror SB 8 and HB 8.&nbsp;<\/p>\n\n\n\n<p>Rumors of a second special session, immediately following the conclusion of this first special session, are circulating as more pressure is put on legislators to take action, especially on flood and disaster response systems to mitigate loss of life and property. If so, the process of passing legislation will start over again with bill filing, hearings and ultimately votes by both chambers. There is talk\/hope of a quorum in the House happening today, but as of this writing, no hard evidence exists that the numbers will be there to take votes.&nbsp;<\/p>\n\n\n\n<p><em>Legislative Corner is published periodically throughout the 89th Texas legislative session.
