The rating reflects strong long-term financial stability, solid reserve levels, and RISD\u2019s location in the economically strong Dallas-Fort Worth area.<\/p>\n\n\n\n<p>At the same time, Moody\u2019s kept a Negative Outlook on the district, pointing to financial challenges that are beginning to build. These include declining student enrollment, which reduces state funding, and ongoing budget shortfalls as district expenses continue to rise faster than revenue.<\/p>\n\n\n\n<p>The report also noted that the planned bond program will increase the district\u2019s total debt significantly. While RISD continues to benefit from strong credit protections through the Texas Permanent School Fund, overall debt levels are expected to rise in the coming years.<\/p>\n\n\n\n<p>Looking ahead, Moody\u2019s said RISD\u2019s financial health will depend on how well the district manages enrollment declines, reduces operating deficits, and maintains healthy reserves.
