{"id":47690,"date":"2026-10-30T11:36:39","date_gmt":"2026-10-30T16:36:39","guid":{"rendered":"https:\/\/web.risd.org\/home\/?p=47690"},"modified":"2026-10-30T11:36:41","modified_gmt":"2026-10-30T16:36:41","slug":"board-workshop-report-out-8-29-26","status":"publish","type":"post","link":"https:\/\/web.risd.org\/home\/board-workshop-report-out-8-29-26\/","title":{"rendered":"Board Workshop Report Out","gt_translate_keys":[{"key":"rendered","format":"text"}]},"content":{"rendered":"\n<p>During the October 29 Board Workshop, RISD leadership presented several important updates to the Board of Trustees.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>RISD Presents Revised Draft of Legislative Priorities for 90th Texas Legislative Session<\/strong><\/h3>\n\n\n\n<p>Richardson ISD has presented a revised draft of legislative priorities for the 90th Texas Legislative Session in 2027, focusing on responsible technology use, school funding and reducing unnecessary administrative requirements. The priorities reflect the district\u2019s strategic plan and feedback from community roundtables with PTAs, chambers of commerce and higher education partners.<\/p>\n\n\n\n<p>The revised priorities build on legislation passed during the 89th Session, including changes to school funding, student discipline and classroom cellphone use.<\/p>\n\n\n\n<p>Key draft priorities include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Responsible Technology Use:<\/strong> Establish age-appropriate screen-time guidelines and provide resources and flexibility for schools to integrate artificial intelligence and emerging technologies into learning.<\/li>\n\n\n\n<li><strong>School Funding:<\/strong> Provide increased, targeted funding for school safety, special education and districts experiencing unexpected enrollment declines and provide increases to the Basic Allotment and Allotment for Basic Costs. In 2026\u201327, RISD must cover $39.8 million of the $99.2 million cost of state-mandated programs with local funds.<\/li>\n\n\n\n<li><strong>Reducing Regulatory Burdens:<\/strong> Simplify reporting requirements, clarify parental consent procedures for basic health services and address regulations affecting district employees and service providers.<\/li>\n<\/ul>\n\n\n\n<p>The RISD Board of Trustees is scheduled to consider adopting the legislative priorities on Nov. 19. Following adoption, the district will launch a communications and community engagement effort to work with legislators, staff, families and community partners ahead of the legislative session.<\/p>\n\n\n\n<p><strong>Richardson ISD\u2019s Social Studies Department shared updates on academic growth, curriculum alignment and instructional support in support of the district\u2019s North Star Goal.<\/strong><\/p>\n\n\n\n<p>2026 STAAR results showed gains in 8th Grade Social Studies and U.S. History, with RISD students outperforming state averages in key performance levels. Seven of eight junior high and middle school campuses earned STAAR distinctions for Masters-level performance, up from five in 2025. The central social studies team also completed more than 100 campus visits to support teachers and strengthen instruction across grades K\u201312.<\/p>\n\n\n\n<p>The update also highlighted upcoming graduation requirement changes, including a new 0.5-credit Personal Financial Literacy requirement for students entering ninth grade in 2026\u201327. Additional instructional priorities include civic engagement, financial literacy, developing reading &amp; writing skills, and meaningful learning experiences such as the Dallas Historical Society, JA Biztown, and the Dallas Holocaust and Human Rights Museum.<\/p>\n\n\n\n<p><strong>Richardson ISD to Launch Two Microschool Models in 2027\u20132028<\/strong><\/p>\n\n\n\n<p>Richardson ISD plans to launch two microschool pilot programs in the 2027\u20132028 school year, supporting its North Star Goal of ensuring every student, teacher, and leader meets or exceeds their academic growth goals. These innovative learning models will expand educational opportunities, provide families with additional choices and flexible learning experiences, and help RISD strengthen student recruitment, retention and recovery efforts. By continuing to evolve and respond to the changing needs and expectations of families, RISD is positioning itself to remain competitive in an increasingly dynamic educational marketplace.<\/p>\n\n\n\n<p>The proposed models will provide personalized learning experiences aligned with Texas Essential Knowledge and Skills (TEKS) and state accountability standards while offering families additional learning options.<\/p>\n\n\n\n<p>The Studio will serve incoming fourth- and fifth-grade students through a hybrid learning model that combines three days of on-campus instruction and collaboration with two days of independent learning at home. Students will engage in real-world problem-solving, and hands-on activities that integrate core subjects. Home learning days will include independent practice, creative projects, real-world experiences and optional teacher office hours. The model is designed for curious, creative and self-motivated learners who benefit from flexibility and personalized instruction.<\/p>\n\n\n\n<p>Lumen Academy will serve kindergarten and first-grade students in a structured, low-technology learning environment focused on foundational reading and math skills. Instruction will emphasize explicit phonics, classical literature, memorization, repetition and hands-on inquiry. Students also will participate in fine arts, piano, physical education, science activities and lessons that build character and practical life skills. The model is designed for students who thrive with teacher-guided instruction, consistent routines and traditional paper-and-pencil learning.<\/p>\n\n\n\n<p>Both programs will be available exclusively to Richardson ISD residents through an application lottery, with a strong emphasis on family commitment and program fit. Next steps include selecting campuses, finalizing curriculum and staffing, establishing enrollment timelines and engaging the community as the district prepares for launch. RISD will evaluate the pilot programs&#8217; outcomes and explore opportunities to expand to additional grade levels in the future.<\/p>\n\n\n\n<p>Last but not least, the board approved submitting a waiver to the Texas Education Agency due to shortages of certified bilingual and ESL educators in specific classrooms.
