For the fourth year, RISD campuses will continue to be cell phone-free schools. Parents, teachers, and administrators, thanks to YOUR support, RISD took a proactive approach in 2022 when we implemented our student cell phone policy, which also included smartwatches, wireless headphones and earbuds.
Recent changes from the 89th Legislative Session, specifically House Bill 1481, which took effect on June 20, 2025, prohibit the use of all personal communication devices, including cell phones, smartwatches, tablets, and other devices capable of telecommunication or digital communication on school property during the instructional school day.
During its regularly scheduled Board Meeting on Thursday, August 7, the Board of Trustees voted to revise the existing local policy FNCE to comply with specific policy requirements outlined in House Bill 1481, including outlining allowable exceptions.
As a result, Richardson ISD has updated the guidelines to encompass all personal communication devices.
The guidelines do not ban the use of personal communication devices outside of school hours. This includes, but is not limited to after-school activities and athletic events. These guidelines do not apply to electronic devices provided to a student by the school district.
